Moody's believes that a return of investor interest in the region will be predicated on a freer and more frequent flow of information on the financial and operating performance of individual projects. It will require deal structures that clearly outline the legal obligations of all parties to the transaction and the specific parties with whom the risks reside. It also will require stable and transparent legal, regulatory, and political regimes capable of consistently enforcing these obligations and providing remedies to bondholders in the event of their violation.
