AB As far back as the 1970s, cable television companies in the United States requested the use of poles and pipes belonging to power or telephone companies to reach the end users so as to avoid the wasteful duplication of facilities. The cable television industry has played an important role in the development of U.S. policy toward the common use of infrastructure. U.S. experience provides the benefit of hindsight to both the private sector and regulators in Brazil as they work together to develop a sound telecommunications policy. With approaches ranging from cost-plus to the efficient-cost pricing rule (ECPR) and the essential facility doctrine, Brazilian regulators and private players are designing the model to be used in future years.
