The cable television industry has played an important role in the development of U.S. policy toward the common use of infrastructure. U.S. experience provides the benefit of hindsight to both the private sector and regulators in Brazil as they work together to develop a sound telecommunications policy. With approaches ranging from cost-plus to the efficient-cost pricing rule (ECPR) and the essential facility doctrine, Brazilian regulators and private players are designing the model to be used in future years.
